From the point of view of the pressure cooker, there shouldn't be any problem at all provided you follow the pressure cooker instructions.

From the point of view of the stove, the only thing you might want to watch out for is point loading - some older pressure cookers can get a bit domed at the bottom. On a flat surfaced stove, this will concentrate all the weight of what is after all quite a heavy pot onto a small part of the stove top. If the bottom of the pressure cooker is still nice and flat, I don't see any problem.

I bought this pressure cooker and there was no manual in the box

Pressure cookers these days are pretty much foolproof. You generally use a small amount of water in the cooker, put in the food to be cooked, attach the lid firmly, turn up the heat until steam escapes the pressure valve, reduce heat so a small amount escapes, cook until done. Cooking time is greatly reduced in a pressure cooker because the vapor pressure above the water makes the water boil at a temperature higher than the usual 212 degrees Fahrenheit .
You can do an internet search for pressure cookers in general, or yours in particular. You didn't mention if yours is stove top or plug-in. You should search for the type yours is.

How do I can in my Philippe Richards 8quart pressure cooker

I'm sorry, you can't can in ANY electric pressure cooker. Stove-top pressure cookers can be used if the instruction booklet calls it a pressure cooker /canner AND it is at least 10qts (the minimum sizes tested for pressure canning by the USDA).

Pressure cooker is not heated on induction cooker

Likely the pressure cooker base is not induction-compatible. This is the case with all aluminum pressure cookers and some older stainless steel models. Your cookware store will have a small metal plate that you can put on your induction burner to heat non-induction compatible cookware.
