Whilst using my axis 9 it released a burning smell (rubber) and just turned off. Now it won't even turn back on and still has a cd inside.

Bad capacitor on the inside of the unit.
usually the 10000uf 16v tall cap blue or black cap.
look for a bulge on the top.
replace it with a higher voltage cap.

Why does my vax power 2 cylinder hoover make a noise and smell of burning rubber when I turn it on we have cleaned inside and out and all filters

That is the smell of perhaps burning insulation when there is excessive current going into motor. If something in unit is binding the motor will not spin fast enough, generate less back emf, use more current, overheat and burn out!!!!!!!!!!!

If it has a drive belt and that is rubbing up against something and not turning properly that will also cause the smell.

Do not use unit in this condition -you risk permanent damage.

Motor runs, brush won't turn, burning rubber smell

Easy to fix. The burning rubber smell is hair in the roller against the belt! Congrats, you have a healthy vacuum, you are lucky! Unplug the vacuum, remove the screws that cover the belt and roller brush. If you are nervous, take pictures with a cell phone or digital camera as you go for re-assembly. ok, pull the long roller out of it's slot and out of the vacuum. cut all hair off the roller and carefully move the belt from side to side to do the same. If the belt slips off, it slips back on easily. If the area is too tight for fingers guide it back on with any long thin wooden object. You can squeeze the belt to narrow it and slide it back over the thin metal rod that spins it from the motor. Slide the roller through the belt and back into it's slots. If it won't slide back on, turn it a quarter turn. Repeat till it does slide back into place. Put the face plate back on-tighten screws, flip it over, plug itr in and it should work!

Hello
make sure that they check all of rubber materials that could be burning which is a number of things, The ac belt could be slipping and getting hot, other hoses could be burning on the exhaust, sound insulation or under coating on the bottom of the car. they need to do just a good thourough inspection, even raise the car up on the lift to make sure nothing is bent, broke, rubbing or missing. The loose hose clamp is not going to smell like burnt rubber, maybe antifreeze but not rubber simply tell them you would like these things checked out they should do that for you
Good luck
