I turn on my computer and the Acer screen comes up where you can do the F2 then after that goes off it goes black with a white line in left hand corner then nothing happens after that.

Replace the lCD screen, it had contact resistance problems with flexible cable.

Yes, this sounds like the traditional black screen issue, but it's different! This machine is a Dell Dimension 3000 with XP. System won't boot. After Blue Dell BIOS splash screen with F2 & F12 options, it just goes black. There will ultimately be a white cursor in the upper left hand corner. I can edit BIOS with F2, I can get in to the boot menu with F12, but I can't do anything after that. I can even get in to the Safe Mode menu (F8), but it never boots.

The onboard video could have died. Plug in an external monitor and see if you get a display.

What Operating system should be installed please?

It colud be some hardware issue on the computer.. Try running the dell diagnostics

the windows operating system is corrupt, you need to get a technican to repair the OS or lets chat so that i can give you step by step how to go about it.

Upon loading press F2 or del to enter bios setup and change the settings to display the acer welcome screen and the one you said about Microsoft logo and white box with green lines, you cant by pass it because it's windows loading screen

go onto the bios after pressing f2 and look through the options and tabs and tick or change whichever option is about the setup or start up

I suggest you check the settings of your bios. Normally this happens if your Hard drive is unreadable. Change the settings of the boot function to first boot on Hard disk and try to disable all other bootable hardwares like CD or network card.
