You may follow the below steps to restore your Toshiba A215 laptop to its factory defaults:

Turn the Toshiba Satellite A215 computer off.

Press and hold the "0" key. Turn the computer on.

Release the "0" key when the Toshiba Recovery Wizard screen appears.

Click to select "Recovery of Factory Default Software" and then click "Next."

Click to select "Recover to out-of-box-state" and then click "Next."

Click "Next" on the confirmation screen to begin the recovery process.

Press any key on the keyboard to restart the computer when prompted. The computer boots up to the Windows setup screen.

Primer:

An LCD screen does not produce light by itself. It needs an additional light source.
A Backlight is the additional light source.

A Backlight can be a CCFL, or a series of LED lights.
(Two present technologies being used)

The Toshiba Satellite A215-S7472 Notebook PC uses a CCFL.

A CCFL is a Cold Cathode Fluorescent Lamp.
Similar to Fluorescent lighting used in homes, and businesses, but on a MUCH smaller scale.

(Average size is 2mm by 334mm. In inches that is;
Approximately a little thicker than 1/16th of an inch Thick, and a little over 13 inches Long)

A screen Inverter is used to convert the power (Electricity) from the laptop, for the Backlight, and LCD screen.

Point of all this?

HOWEVER, the Backlight bulb is located inside the Screen Frame, of the LCD display assembly.

An LCD screen is composed of layers. These layers are held in a specific pattern, by the LCD screen frame.

This is a thin metal frame which surrounds the LCD screen layers, and has Philips head screws which hold the frame together.

Do not ever use anything other than warm water and a soft rag to clean your LCD screen!!!!!
Possibly use a little mild dish soap on a damp rag, but make sure the rag is only damp.
You have now ruined your screen and most likely will need to replace it.

If the high pitch noise is coming from the bottom edge of the LCD screen, then the noise could be coming from the inverter.

Sounds like the LCD cable has become disconnected from the back of the LCD or the connector on the motherboard is disconnected. Could have happened from jarring the computer or dropped.

Or the LCD data in could be completely Dead.

it's normal and that's how it must work...continiously...if it stops the cpu chip/intel processor will beccome hot and crack...

There are no settings that could produce that result.

On most LCD TVs there is a LCD controller board that controls the vertical/horizontal display output. It sounds like your LCD controller has failed.

When you say 'appears to be cracked'...you mean it is actually physically cracked? That is a different issue altogether. I would say 99.9% of screen fractures are due to rough handling or a stray impact with a Wii controller, but rarely screens can fracture due to manufacturing defect or a sudden change in temperature or altitude.

it sounds like a hardware problem. I would say your high voltage board that drives your lcd has blown probably the caps you buy new on-line and replace it. send to factory service to have fixed. get fixed on warranty if you have it.

The LCD screens are built with a over-cover of a plastic film and the LCD is inside the cover. Any damage on the LCD glass will not be felt physically on the outside of the screen. So, chances are your LCD is cracked if you find a spider web or a liquid spill effect visible.
