Clipper won't cut cleanly or easily. Lack of oil and dirty. Sometimes a hair gets caught between the blades. Lubricate and clean your Clippers regularly.

Check to see if the blade is moving when turned on. If the blade isn't moving the clipper blade may need to be thoroughly cleaned. If the blade is clean and well lubricated but still not moving you may have blown the motor.
However, if the blade is moving freely when turned on, and the hair/fur is just not being cut (or is cutting raggedly or pulling at the hair/fur) you will need to get the blade sharpened.

The drive arm is probably not aligned with the corresponding opening in the balde. You have to close the blade against the clipper body with the clipper turned on. This should take care of your problem.

Did you remove the comb and blade only? If so, the comb (the part that doesn't move and is closest to the skin) should extend beyond the reach of the blade (the part that does move left and right). Nicking is sometimes caused by excessive pressure against the skin. A properly adjusted blade will resemble someone with an underbite (extended lower jar) with the comb part extending beyond the blade.

Most clippers have a clatter adjustment screw. Turn this until the clipper clatters (buzzes really loud) and then adjust it back until the clatter stops (but not too far or you will lose power and the blade will stall or cut slowly). Be sure to oil the blades. Mineral oil (from a drugstore) will do if you can't get shaver oil.

I'm not sure about the nature of you question. Firstly if you mean, position the comb (with the adjusting lever on your clipper because your blades wont work, then:)

If you move the comb downwards using the lever on the side of your clipper you will get a shorter cut, if you move it forward you will get a slightly longer cut. If your clipper makes a horrible noise, I believe there is a plastic adjuster on the side that you adjust with a flat head screwdriver. This adjusts the springs inside the clipper which effects how central the cutter moves from side to side. Adjust this while the clipper is running. You want your blades to be as central as posssible. If they still do not work, you may need your blades sharpened. This costs £5.90 incl. If you mean how to hold the clipper with the blade relative to what you are clipping. You need to hold the clipper so the teeth are not pointing into your project, but not pointing away from it either. Keep the comb parallel to your project. With human hair, cut against the grain, with an animal cut with the grain!

How old is your clipper, Oster clippers need to be adjusted for more power and speed, also what clipper blade are you using to cut the horse hair and how long is the horse hair, Also the blade may not be sharp, some new blade are sharp maybe defective.

Push top blade to right side right with finger,then turn clipper on and dip  into 3 in one oil,blades only,let clipper run for one minute,clean excess oil off blades,if clipper still want vibrate,take blades off the clipper and clean them,then place back on clipper, I've had this problem many times,i also repair clippers,adjust blades,etc...
