Now there are two ways potentially of getting around this very irritating issue. I say it is irritating, and it is because this is time consuming and worst case scenario is that physical damage is caused. Not from the password,but by trying to remove it, and it is this that I am going to touch upon.
Often the favoured way is to find some software that will retrieve BIOS passwords, but these are not easy to comeby, and I dont think Dell machines will work with these utilities.
Now the small problem that you may have, is that you need to completely strip down your laptop. The reason is so that you can set the internal jumper setting to clear CMOS, this jumper I give reference to is made of plastic and will be loacted nearby to or next to what looks like a watch battery on the main motherboard itself.

This is where you can get the support service manual if you wish to attempt to do the work yourself. I however would reccomend strongly that you should readup completely on your laptop before attempting any disassembly to the extent you will have to go to. As long as you can get to the system reset pins then you should be perfectly ok, but as I have said, this may require a large part of your machine to be carefully dismantled. If after you have read up on this and you are still unsure as to what you need to do, I would suggest consulting someone whom is in the know, and will be able to perform the work for you at a small charge.

You could try KillCMOS. It is a DOS based program and wipe the current settings in the BIOS CMOS chip. Beware though as on rare occasions it has been known to render the chip useless. Find it at http://majorgeeks.com/download.php?det=2969

Take out the battery. wait for a few minutes and put it back. easily said than done. Because bios have quite a few values configured for the proper working. Once you reset Bios, a lot of those values may reset to default. So best suited option is to request a BIOS reset through DELL. However, you may need proof of purchase.
Second option is software assisted password retrieval. CMOSPwd and !BIOS are examples. However, it may not work with all types of BIOS.
You can try these generic ones to see if you can get through.
The other solution involves you opening your laptop, finding the CMOS battery and removing it**. You'll also need to make sure the battery is removed and the power source is not plugged in.
Leave the battery out for about a minute and replace it. That should clear the password.
**NOTE: This will void any warranty you have on your product and is not recommend for people who have never taken apart a laptop. It would probably be better to take it to a shop if you are not comfortable taking it apart yourself.

BIOS passwork can be removed by temporarily disconnecting/ removing the RTC/ CMOS (Coin-cell) battery from the motherboard. The battery is underneath the keyboard. Click here for disassembly instructions and here are the details and graphic illustration about CMOS battery from Dell official Site.
Disconnect the coin-cell battery cable connector from the system board
connector.
It will reset the BIOS to its default setting and the password would be gone.

In case of your Dell Latitude laptop the easiest method would be using software from Hiren's Boot CD as it's pretty hard to open it up and reach for the CMOS battery or the jumper.
