Not being a plumber by trade I don't want to bad mouth what your plumber had to say but there may be other things to consider.
If the toilet does not flush directly into the main drain there is the possibilty that the coupling between the main drain and the toilet drain is under-sized which could cause reduced water flow and your toilet not flushing completely.
My2 eljer one piece windsor toilets are also 20 yrs old. By changing the flapper to a red one with a slide adjuster on it.
It keeps the flapper from closing to soon. You have to have the water level in the tank just right. I knoww because i had to replace
the valve assembly then play around with water level and different flappers to get the right flush WITHOUT holding flush handle down to make complete flush. GOOD LUCK!
