I have a Black and Decker 8" Drill Press No. 9400 type 4 but I don't have a manual and I need one to use and also replace parts

My client has a drill press BDDP100 Type 1 - broken chuck

There are a few different tapers used on drill chucks but they are pretty standardized: you don't need the black and decker part, you just need a standard chuck of the correct taper. try to get a basic Jacobs chuck they will last much longer than the one it came with.

I have a Black and Decker drill press and the spindle is dropping out. Is there a clip or something that should hold it in? There is a groove in the top of the spindle for something.

generally on a larger drill press the spindle is a taper fit. What you would need to do is clean the taper and the socket thoroughly with break clean or something with will air dry. Then take a block of wood and place it on the chuck with the jaws retracted and hit the piece of wood to seat the taper socket.
