This is due to memory and program usage.
Depending on your computers specs. try these steps
1. Disk clean and defrag
2. Virus, spyware, malware, Trojan, rocket scan and removal
3. Registry cleaner and optimizer
4. Check disc space on the C: drive
5. Turn off unnessasery programs auto starting
If this does not work it maybe that you need to upgrade your computer or add some extra RAM.
The high CPU useage could also be the virus scanning program running and if your hard disk has a lot of files, data etc. it would take a lone time to complete. Removing unwanted files and programs will make the virus scanning complete its task quicker.
You should also carry out hard disk maintenance at least onec a month Ie Disk Cleanup and Defrag to remove temporary unwanted files and Defrag will make your files contiguous so the hard disk does not need to work as hard and efficient.
could point to both hardware and software issues.. but first check software issues. can be due to virus/spyware running.. check taskmanger and lists the processes by cpu % ... this will give you the process which is gobbling up the cpu cycles. make note of the file and track it down in hard disk. you will then have to research what it is for.
if you have a antivirus installled it may be possible that it is virus scanning the disc.

I hate to be the one to say this but the reason you are seeing the spike in CPU usage when you connect the hard drive is because the computer is trying to read the hard drive and the hard is beginning to go bad, I would recommend taking the hard drive to a repair shop mom and pop type they often have the best rates and ask them to recover the data. Treat the hard drive as if it were an egg bumps can make it very difficult to recover your data that you need. That is if you have any.. I deal with hard drives for a living this happens to my laptop and quad core desktop all the time but i am always able to get the data if they bring it to me before it gets worse DONT RUN THE HARD DRIVE time is critical...
I guess it could be a virus, avast is not the best antivirus in my opinion, try to get a norton antivirus or NOD32 update it and run the scan, it ocuurs when a replicating virus copies files to all your HDD and is always busy...making system busy...and one more thing there could easily be a copy of the virus in your pen drive as well...
