You can connect either using an ethernet cable, or wirelessly. If you go wireless, your "other" computer needs an adapter that will pick up the signal (either internal or external). The Belkin guide will tell you how to setup the wireless network (name of network or SSID, creating a password, security type, etc.) Then your "other" computer would have to search for available wireless networks and connect using the password you set up. The router setup is accessed through a web browser page using the hard-wired computer; usually 192.168.1.1 or similar (again, that is in your user guide).
