Seal gone , Valve stuck, congealed soap, take your pick
It is worth filling the soap container with very hot water and trying to pump that through or even use a piece of tubing to force water into the dispenser from the outlet end thereby back flushing it
You will not blow the house up as it is a mechanical device.
I would still try the hot water trick first
Most dispensers fit into a standard hole so in reality all you need to do is remove the existing one by unscrewing the retaining nut underneath the sink and then buy a new one with the same bore be it 15mm or 22mm etc

The pump is quite simple and will have a one way valve inside it, a press down should meet no initial resistance and should start to draw liquid up on the return stroke
If you substitute a thin liquid for the heavier soap it has a tendancy to clean away any gunge from the insides

Either the water is turned off, the pipe is blocked or the handle is stuck or broken. I would recommend that you call a plumber.

My fault for not making it clearer. It's the soap dispenser on the american standard sink that has
stopped dispensing.... All of its component parts seem to me to be in order (but I'm not very clever at
fixing stuff), and it is not blocked, so I am at a loss.

Thank you. Will attempt those. I'm not especially bright at fixing things tho -
if no go, or if the house destructs, what do you suggest in the way of
purchasing another unit that might fit the sink?
