My engine was running well then I put it in neutral then it cut out slowly then smoke (white) coming out of the bottom carb on my mercury 50hp redband outboard engine 3 cyl, then would not restart. I have just replaced the 3rd piston and arm/bearings and rings and cleaned the engine block after engine wet underwater a few months ago.could it be a problem with the carb???. Any idea's please !!!!!

you are either running to rich or your timing is off and your valves are opening before your spark hits you may have bent valves also and they are not seating properly you should be able to check this and change your valves if need be you have to seat them just like a car if you need more help let me know i can walk you through this but i will need motor h.p. and model and serial #s on the motor

Yes, you can, but not exactly recommended. If you are going to go that deep into it, then might as well do everything else. However, being unemployed tends to have a negative impact on the wallet....
I suspect it is more than just rings. I think that the walls have been scored badly as well. You may be able to use a borescope to take a peak into the cylinder through spark plug hole. Move the piston to bottom of stroke, and see what you can see. If scarred, much work will be needed. If hatches look alright, then you might be able to get away with just rings.
What kind of compression are you getting on #1 vs #2? This also might be a blown headgasket into an oil passage, or the head (perhaps block?) is ever so slightly warped in this area.

Seriously, guydaigle? The 300 Xpress is a two stroke. The problem is too much fuel. Start by checking and adjusting the carb. Look at the needle & seat, then the float level.
