My new Black Max 24v drill charger will not charge the battery

My new Black Max 24v drill charger will not charge the 24v battery. The charger only puts out 18 volts at open circuit. This will not charge the battery. The drill is new and I have never been able to charge the battery. Where do I need to send the charger for repair

You indicate that the drill is new. I'd suggest you return it for a replacement. Seems to be a defective or wrong charger. If you have problems and If you paid by credit card call the card company and have them stop payment on that charge.
