I have solved this problem with read post at http://slayo.com/how-to-fix-error-e3-canon-mp198-printer.html thanks to slayo.com "Canon MP198 Printer Error E3 is becaused something inside of the printer
that makes paper sensor not function properly. To fix this
error E3 you must open inside of the printer to remove the
things." you must open your printer to remove the things, maybe waste letter or other small part things. Read the post for complete it.
One problem i found with those printers is that over time the casting around the paper tray is wearing off and printers starts to show paperjams when there is no paperjam.
One way to fix is try and positions the paper tray better or perhaps raising it a bit with piece of wood or paper.
Cast unfortenately is too expensive to replace so if this doesnt work and you are sure there is no paperjam and nothing obstructing the sensor then replace the printer.
its a mechanical problem ... check the rollers of the printer ..and the paper pick mechanism ..maybe it can't caught the paper in the tray that why it display an error of jammed..

I suggest you get a sheet of Card Stock (Heavy
paper) and place it in the feed way. Then press the print
button applying a slight amount of pressure on the Card Stock so it
will feed through the printer. The reason for this is in some cases I
have been able to clear the paper track of debris that was deposited there
over time.
Worth a try, as I have fixed a number of printers this
way, saving costly repairs.
Hope this helps.Bud
I found that the little plastic hinge guide that supports/aligns the scanning area with the printer (stage 4 on the internal paper jam problem) was misaligned. I just removed it and the printer now works OK
Sounds like the pick up rollers are worn or dirty.
You can try to clean them with alcohol.
When you pull the tray out the rollers
should be towards the front of the printer.
