Only half of the touch panel works. touch bake and the temp displays but oven will not heat up. clock is on but cannot set it. clean doesn't work. rapid heat doesn't work, setup doesn't work etc. stove top works. I assume it is the control panel, is there anything else it could be?

HI. This code is referring to a failed function key(s). These key are located on the control board. Replace the touch pad or if touch pad is part of the clock(main control board), replace the clock (ERC).

Looking at the schematics and the info you have provided the issue you are having is in the control panel Having the control take some of your commandsand not others,demonstartes the control is bad.
In most cases this is the most common reactions of a control board. The control will not very often completely go bad but just some of the options.
The control board is made of of circuits and relays. Each relay is responsible for different functions. In most cases the relay is what goes bad.

How many active terminals are there at the main terminal block in the new oven. Is this a single or 2 phase supply. Have you connected the active supply to all active terminals. If only half of the oven is working it sounds like it could be a problem at the terminal block. If so, you need to put a loop or bridge wire to the 2nd active terminal.
If all this was done correctly when connected the only other thing it could be is the electronic clock needs to be set to manual mode for the oven to work correctly.

Electric oven does not work

After a power failure, some models will automatically resume their setting once the power is restored. On models with a clock, you must reset the clock. If the oven was in use, you must reset it by
pressing the CLEAR/OFF pad, setting the clock and resetting any cooking function.

To Set the Clock
The clock must be set to the correct time
of day for the automatic oven timing
functions to work properly. The time of day
cannot be changed during a timed baking
or self-cleaning cycle.
Touch the CLOCK pad twice.
Touch the + or – pads.
If the + or – pads are not touched within
one minute after you touch the CLOCK pad,
the display reverts to the original setting.
If this happens, touch the CLOCK pad and
reenter the time of day.
Touch the START/ON pad until the
time of day shows in the display. This
enters the time and starts the clock.
To check the time of day when the display is
showing other information, simply touch the
CLOCK pad. The time of day shows until another
pad is touched.
