When your computer is booting, right after the beep press the F8 key.
This will bring you to the windows startup menu.
you will see safe mode listed there. make sure its highlighted. press enter and youll boot to safe mode.

Start PC, then just after BIOS screen loads, Press and keep tapping F8 until the safemode option screen come on. Choose Safemode.

You might try going back into your setup and disabling Secure Boot, and look for "verbose" or "full" mode for startup - this will print the entire startup sequence on boot - valuable for troubleshooting hardware and some software issues.

As for the ability to boot to Safe Mode - the process is different for different OS - you can find detailed step for starting in Safe Mode in Win8/8.1 here

As soon as you boot up the laptop, press the F8 function several times and you will get a Windows menu where you can then select boot up in Safe Mode.

Have you tried booting in Safe Mode?

Turn off the computer, then hit the power button to turn itback on and immediately start hitting the F8 key repeatedly until you see SAFEMODE. Take the Safe Mode option and let it boot up. Safe Mode will lookdifferent to you, the screen will be darker and the icons bigger, this isnormal.

We have desktop xp and it is running on safemode how do we take this off

You can't take off Safe Mode, it's there for your protection. However, if you want to boot into Normal Mode, shut down the computer. When you hear the computer beep, start tapping F8 on your keyboard. Keep tapping it until you reach the Advanced Options menu. Once you've reached this, just select "Start Windows Normally".
Now it will boot you into Windows on Normal Mode, not Safe Mode.

You boot files could be damaged. Try booting up in Safe mode. To boot in to Safe Mode. Press the F8 key while booting up and you will get a list of booting options. Choose the Safe mode. If you are able to boot up in Safe mode, then the next normal boot should solve the issue.

Can't boot to safe mode

continuesly press F8 key before the OS boot.
then you will see the list of options,
the first option will be the safe mode.
select that option, it will boot the system ito safe mode.

XP wont load in safe mode

MAY BE DUE TO LOT OF VIRUSES. DISMOUNT YOUR HARDDISK FROM YOUR SYSTEM AND SCAN IT FOR VIRUSES IN ANOTHER SYSTEM WHICH HAS THE LATEST UPDATE OF A POWERFULL ANTIVIRUS SUCH AS KASPERSKY....

Safe mode

You can also force the system into safe mode. You click on startup and type in msconfig. Click the general tab and select diags and the system will reboot to safe mode. Change it back to normal to get your system out of safe mode.
