i just got a glofiish of ebay. I insert my sim card and turned it on and its asking for an password? :(.

The ebayer told me he hasnt set up any passwords on it so there for im not sure what the hell is going on.
Visit www.pdaviet.com and download a cooked ROM. I suggest version 3 (V3) Unzip the ROM to an SD card. The SD card must be formatted in FAT16 not FAT32.
Make sure you have a FULL CHARGED BATTERY! Unzip the cooked rom file you donwloaded from pdaviet and copy it to main (root) directory of your SD card. Insert the SD card into your glofiish, hold the Record, Camera and Power button at the same time and while holding them, press the reset button and then release the reset button, continue to hold other buttons untill you see the USB download screen. Let it do its job, it will be finished when it says.. not connected.
Removed back cover, remove battery for few seconds, replace both and then power up.
It looks like you're unit is locked to the carrier (similar to cell phones). You'd have to get an unlock code that will allow you to place any SIM card inside you're unit.
There are usually vendors that will do it for a nominal fee.

I believed someone had entered too much inccorect passwords so it totally locked. You probably try a Hard Reset to bring the unit back to default setting but you may loose some data in it. To perform hard reset just hold the power button and reset button with your stylus at the same time and push.

Please follow the instructions carefully! Following are the 12-point instructions to unlock your Samsung E250 phone:
