To format any extended or external hard disk
Right Click the drive (example D:\ )and select the FORMAT Options
Click START to Format the Hard Drive. The time to format depends on size and the condition of the Hard Disk.
From your info I assume the original HD was bad and you are replacing it with this drive. Formatting the drive will wipe all data from the drive and prepare it for a fresh install of the OS. Put the OS cd into the cdrom drive and change your boot sequence in the BIOS to access the CD drive first. Follow the on screen instructions (dependent on the version of OS you are installing) to format the drive and then install the OS.
Complete formate is done in dos, press F8 when booting up you should get a menu
then select command prompt... type format C:\ where C is the drive you want to format and enter. everything wiped.
Windows also can format before an install if you boot from the windows cd

its a hard drive form another pc and all it does is goes to the error screen saying to boot up in safe mode but when u try nothing works

are you formatting an extra drive that you put into the computer or the primary HD?
You can format drives multiple ways depending on which drive it is.
