No, the A1-830 doesn't support MHL (micro-USB to HDMI). So the micro-USB to HDMI adapter will not work. The tablet's USB port will only support connecting to the charger or a PC's USB port. Here's a list of known MHL devices:

You might be able to use the AllCast app and a Roku or FireTV box. You will need to upgrade to the Premium version for any files longer than 5 minutes.
The other way to mirror content from the Iconia A1-830 would be to transfer it to your computer. Then send the file to the TV via Plex or SmartShare depending on the file and your TV. If you can upgrade the tablet to Android 4.4.2 or higher, then a ChromeCast will let you mirror content directly from the Iconia A1-830. This will require steps that can make the tablet unusable (research rooting an Android device).
I wish that I had better news for you. Unfortunately, even if you have a TV with a USB port, it probably will not access the files on the tablet. (Many only support FAT32 or NTSC file systems.)
