Have you check the outlet to see if its geting power, if not, check the main breaker in the breaker box, you may have to turn the breaker to the off postion and then back to the on postion, if power is going to the outlet your stove should work.

Almost all electric stoves vent the oven through a hole in either the back right or rear burner. They can get very hot. I am surprised that your control panel is burned. It is only dangerous if you place a combustible over the burner. I have had some people do this and it has melted it. i haven'y heard of a fire from this but it could happen if it was hot enough.
Sounds to me like you have a short. I would first disconnect the stove by either unplugging it or turning off the breaker for it.Then after you are certain that its off open the stove top "usually lifts up from the front" and look for anything that doesn't belong. EX. aluminum foil or whatever. Then check around the area for any wires that may be discolored or burnt. Sometimes rodents or other small creatures might get in there and chew on wires causing the spark.

I would have to say that u need to remove the back painl and look for a ground wirer that is broken or burnt in half. make sur that u unplug the oven first.when u find the problem just replace the wirers
