abs dont beep. alarm does. you will need to check this. abs alarm and ecu and immobiliser etc are linked. I.e locked to you make and model and serial code. alarm can beep and knock out one of the units. sometimes if this fault happens it can be a simple problem like the external alarm unit has its own power but is charged from the main battery. these can go wrong, will beep. you can disconnect this part of the alarm. there is the back up alarm part. I would check this.

you have the wrong cartridge type in the printer or you have it in incorrectly , i would need the name of the printer and the name/number on the cartridge to tell you which it is, but it's one of the two
Is the BC-21e new, or refilled? I know Cannon brand new cost so much more, but sometimes you have to bite the bullet. I had a Cannon Multipass C2500. Sometimes even a new cartridge isn't good enough. I used to exchange between that one and the all black cartridge, because the all black has twice the resolution. Even with very careful handling, not touching anything metal, they still went bad. My best suggestion, short of another expensive cartridge is to remove the cartridge, take a soft pink pencil eraser and lightly erase all the contacts on the printer and the cartridge. Look for any of the spring loaded contacts in the printer that are stuck. Do not touch the contacts on the cartridge as they are unbelievably static sensitive. If you see ink on the contacts, use rubbing alcohol and a q-tip to remove it. Most likely though, it will take yet another cartridge with head to fix it. (That's why I gave up on mine and got a different brand.)

Are the cartridges re-manufactored or original canon cartridge?
Most cartridges have chips or fuses that burn out when the cartridge has been used. Then when you get it re-filled the cartridge is already rendered useless.
If the cartridges are orignal canon then you may have another issue perhaps with the printer head, in a last resort you should try to clean this will alochol and a cotton bud "lightly"
