Press down firmly on both ends of the platen (black rubber roll) it should snap into place, if it comes back out one of the latches is broken and will need replaced.
top half missing is in vertical circuit of set---if it is a 27 inch and this old consider retiring it and replacing----other option is consider having a shop repair it--a rough guess would be as high as 150 dollars parts and labor is possible for your problems.
90% or better chance the problem is in the toner cartridge. I would swap it out with another cartridge and see if the problem goes away. I am sure it will. The only other possibility would be a fusing unit/drive problem but that would only tend to cause blur lines or missing lines that would be on the bottom 1/2 of the page only. It would not affect the top half.

If your catridge is not empty, the inkjet heads are clogged and need cleaning: use wet tissue paper and gently clean the heads. Otherwise, get new cartridge and ensure that the head is clean as well. Hope it helps.
First try and go to page setup under file and set your bottom and top margins to .25. is every bottom half line faded? If so then yes you might need a new ink cartridge.
First of all what is your printer model and manufacturer? What is your computer's operating system? What program/application are you using when printing? If you are using windows xp or any Microsoft windows operating system, try to print from notepad to check if this happens as well from a generic windows application.
Click Start > Run > type in the box notepad then press ok
from there type a couple of lines about 10 - 15 example: test test test test test test test test test test test test test
and check if the issue occurs. If it occurred as well in notepad then it is just a format setting in your application.
