If you are sure the battery has a good charge, then it's either going to be your starter, or the spark plug. The clicking noise makes me think it's not the starter. I would say dead battery but you have stated it's a fresh battery. So... next step would be to have a look at that spark plug. It may either be fouled, or otherwise in need of replacement.
My advice, is take the battery to AutoZone and have them verify the battery is indeed good. And if it checks out, get a new plug while you are there.

Have you checked the oil in the crankcase, is it full ?
Has engine been sitting along time ?
Have you double checked all the battery conections, all are tight, good ground connection to motor ?

This is going to sound odd but give it a try. Make sure you have a decent bolt on the negative battery terminal, I put stainless on mine (easier to get on and off). Reason for this is that Craftsman lawn tractors are notorious for shorts in the electrical system. I've checked mine with no apparent shorts but just the same, the next day, my new battery would be dead. Yes the key was off & no apparent current draw. Every time I use my tractor I disconnect the battery until next time. I haven't had a problem since. Now for the clicking noise, I haven't troubleshoot this as of yet however I did notice my engine will just click unless I open the hood and spin the flywheel housing 1/2 turn. I then turn the key and it starts right up. I'm thinking I have bad spot on my flywheel but it seems odd that it "always" stops on the "bad-spot" each time the motor is turned off. Not sure but spinning the flywheel just a little bit works every time on my Craftsman Garden tractor.
