File corruption can happen when power is cut from the computer. Put a
Windows cd into the drive and load up the recovery console, then run
CHKDSK. If you don't have a windows cd, take the hard drive out of the
emachine and connect it to a working comp. Then you can run chkdsk.exe
from inside windows to fix corrupted sectors.
If your computer is powering on, that is an entirely different question. Be specific.
