Hello your motherboard is ECS MCP61PM-HM but is not needed to know the exacty model because if you want to change only the motherboard you need a motherboard that supports Socket: AM2+,Micro-ATX, 240-pin 667/800/or more DDR2 dual channel sockets Non-ECC memory only or unbuffered to have as much pci slots as you are using and more and the same for pci express slot, sata or UltraDMA 100/66/33 connectors, onboard audio card, lan and graphic card if you dont have another one.Connecting with 24-pin ATX power connector and 4-pin ATX power connector.
You can check out these motherboards if you want.
SAPPHIRE PURE ELEMENT 740G PE-AM2RS740G

ASROCK A770DE+
GIGABYTE GA-MA74GM-S2H R4.0

Can i make a dual core run like a quad core, or add cores with out changing mother board?

You may be able to install a quad core processor on your motherboard, will need the model to check.
You can't make new cores out of nothing though.

Can AMD Phenom X4 9650 Quad to use in motherboard Asus M4A78T-E ?

Yes your motherboard supports AMD Phenom X4 9650 Quad. However you need to make sure your BIOS verson is greater than 1503. if not you need to upgrade your BIOS.

Caution: Update your BIOS if its absolutely necessary and at your own risk. Wrong move may spoil your motherboard.

I bought asus m3a78-cm board with via on board audio, with vista no problem occurred but with window 7 the problem started. everytime i on my pc, i will install again the audio driver. the problem repeated...

is this windows 7 32-bit OR 64-bit
you will need 64 drivers for all your hardware if you have migrated from a 32 to 64 bit operating system.
Windows7 64 bit still has some major bugs with certain sound cards.
Asus has updated drivers available at thier website, but they dont have them for all hardware, just the most current.
Hope this helps, post again if i can answer any more questions..

I bought a MSi 790gx-g65 mobo and an AMD Phenom II x4 940 which is am2+. Everything I've heard about this mobo is that it's am2+ and am3 capable, will the Phenom II am2+ I just bought work in this mobo?

Yes it will, but you'll need to update the bios to the latest one in order to be sure the processor is recognized. The 790 chipset will make that board an excellent performer with the Phenom 940. Give it as much dual channel ram as you can afford, up to the max of 4 gig for a 32 bit O/S or 64 gig for a 64 bit system.

I installed a AMD Phenom(tm) 9950 Quad-Core Processor which runs at a speed of 2.6 ghz but windows xp pro is only reading it at 1.3 ghz. I also have 4 gigs of ram but windows xp is only reading 2.75. The...

There seems to be some sort of incompatibility issue between your motherboard and the Phenom, or maybe some option is not enabled in the motherboard bios that windows is only sensing half of the GHz, like if the processor is only running 2 cores instead of 4.

About the memory diference, that same problem is because the 64bit difference. Unless you have a 64bit XP you won't see the full 4GB. Windows XP is limited to 3 or 3.5GB of ram it can use, you are showing 2.75 maybe because some video board is integrated in your motherboard and it may be borrowing an extra 0.25GB from the 3GB that are usable under windows XP 32bit OS.

Please comment what motherboard you have, since the cpu alone can't be blamed nor configured.
