I have a samsung refrigerator rs2555sw. The ice maker does not produce cubes now. All cubes are frozen together with a flat and thick top layer. It is so hard to break it. Every time I press the reset button, I put my finger in the ice tray and feels the water is not full to the top of the ice tray. Then the ice cubes are made. After that, the water is always full to the top of the ice tray. Then a flat and thick ice chunck is made.
The water inlet valve on the back of unit opens when the ice maker needs water. If the valve doesn't seal good because of sediment or wear it will continue to drip and when the water reaches the ice maker supply tube it will freeze blocking the fill tube.. You can take the water line off the valve and watch to see if it drips.
If it overfills and drips, look for an adjustment behind the plastic endcover with a +/- on it. - is less water.
If it continuously drips, replace the water inlet valve on the back where the house water supply comes in.
It's not hard to do yourself. Look for the water line that comes through your floor or wall and follow it to the fridge. It connects to the water inlet valve. There are two more lines connected to it. Disconnect the lines and take out the mounting screws and unplug the wires and then install the new one.
I don't know any repairmen in your area but you can find appliance repair shops in the phone book.

Your explaination makes sense. Is the water valve behind the refrigerator? Can I adjust it or chnage the water valve by myself? how? Do you have pictures to show me? Is there a Guru in Charlotte, NC who knows this you can recommend to hire to fix?
