There are lots of factors why your systems hangs when booting. One is, you have low memory running with bigger files content. Second, you have enough disk for the system more than is required. Third, a system virus which will affect the processing of your command. Fourth you have a low processor.
When it happens, free some files that will cause the slow processing. If because you have a low processor and outdated one, and you have low memory card, you have to replace the two with a higher and updated hardwares.

PC BOOTS HALF WAY

Try booting into safe mode. If it's a driver problem, safe mode will allow you to start Windows with only the bare minimum of hardware and drivers being engaged. To get to safe mode, press the F8 button on your keyboard during the Windows boot process until it takes you to a screen to let you select Normal, Safe Mode, Safe Mode with networking, etc. I would suggest not using anything other than just Safe Mode. From there, uninstall any software or new drivers that you recently installed. Alternatively, you can use the System Restore feature to rollback to a previous restore point.

Booting

A computer hanging when it has boot could possibly be associated with: -
1. Processor Overheating
2. Corrupt Operating System.
3. Corrupt RAM

Recommendation.
On the first instance, when the computer is booting, if you can switch to the BIOS setup and check the system health, you could find that the temperature could be more than 60 degrees celcius.
To solv this, ensure that the cooling fan is sitted properly on the processor.
Ensure there is no dust on the fan as this could slow down the rpm(revolutions per minute) or try changing another fan.

As for the operating system, you can trying loading or repairing the existing operating system using the right source.

In some cases where RAM is corrupt, trying using another chip to be sure if the problem is being caused by this.

When i start my computer a problem occurs that searching for boot record de-o..ok and then hangs

use the windows cd to perform a repair installation if you get startup errors or the system wont start.
