Update: I bought the new toner cartridge and nada. The printer must have gotten damaged in the little spill it took. I'm bummed to say the least, because it was such a good printer...until I dropped it accidentally.
It will just need a new cartridge, very little goes wrong with these units beside the print cartridge and 99.9% of image related issues are with this toner/drum cartridge. The drum within the cartridge is light sensitive and can become overexposed when left for long periods and or the toner can get clumpy and damp in it (blank), the rubber cleaning blade in the same cartridge that wipes the drum can also deteroate (smears)..
The only way to test for sure is with another HP Q2612A but I cant think of anything else that would be more likely the issue you are seeing

The printer might need a new imaging drum/fuser in addition to a new toner cartridge. Given the cost of those, it may end up being cheaper in the long run to buy a new laser printer.
