Possible that PC is hanging up as there is fault on the OS ( operating system) or a virus in the OS. Also it is possible that the back up( CMOS) has low voltage or the memory card is a suspect. In this case you need to check the voltage and also try and swap a memory card. If not the OS is a suspect.

If the disc plays and restores then after the process make sure that the PC is cleaned out of bad files or make a full scan for virus.

replace your memory

If you have the operating systems disk boot to the disk like you are going to reload operating system ( OS disk example Window XP or Vista Disk) Run though the steps on screen till you get to the point where it asks if you want to load a fresh copy of OS, this will be past the point where you press F8 to continue. Do not load fresh copy of OS. There should be an option to repare you OS. This will fix the OS with out loosing any of you files and stuff on the PC.

System incompatibility issue. I have mo bo that will not work with XP but works fine with Win 98. Happens and nada you can do about it except get mo bo that works.

if ur trying to use the System Recovery Disks.. let me just tell u .. it will take atleast a minimum of 2 - 3 hours.. can take even more than that depending upon the type of softwares that were shipped to ur computer when u purchased it.. so thats normal.. let me know if it resolved ur issue or u still need help regards, Guru:-P

Try in safe mode with command prompt and try to do a system restore.
IF not booting in same also then the only way is repair the OS.

yes of course .. u cant format it in different system .. u want install the new copy of OS in ur system .. All the hardware signs with the OS .. so that u can use it with ur system .. SO the solution is to gotta reinstall the OS!!
