I just fixed this problem...the fn & f7 didnt work... at the top of computer where you turn the machine off and on - there is a button to the left. Press this button [not the on/off btn] and it should work.
no button on my pc. funny though - a few years back i got my first pc. it was a hp vista - nightmare, esp. for me. Anyway, couldn't turn off touchpad. My young friend and i tried for days, getting more determined as we went. Got hold of someone via the net and he says, "there's a little button at the bottom front of your pc. simply press it, it's an on and off button for your touchpad. we could barely believe it. wish it were that easy now.

press Fn + F7 will disable/enable the touchpad
if not work so there may be data cable of your touchpad is damage change it.
if you can do it yourself or take it to engg.near you.
Click "Accessibility Options."
Click "OK" to unlock the keyboard, including the keypad.
Click "Start," then "Control Panel."
Click "hardware and Sound," then "Mouse."
Click the "Touchpad" tab. Click "Default" under the "Touchpad" tab to reset the touchpad to its original settings.
Clear the boxes next to "Use Sticky Keys," "Use FilterKeys" and "Use ToggleKeys."
Unlock Touchpad
