F13 often means a problem with the dispenser motor. Sometimes the fix is as simple as pressing the release tab at the back of the dispenser drawer, pulling it out and then replacing it. (This works if the linkage between the motor and the drawer has twisted.)
Other issues can be junk blocking the sensor that indicates that the drawer is fully seated (and locked into position). Try removing the drawer again and cleaning it and the area where it fits into the washer. The drawer motor needs to be able to move the drawer between 4 different positions. You should be able to see if the linkages are moving if you take off the top cover of the washer.
If those steps fail, the problem could be the wiring harness between the dispenser motor and the CCU (control unit) or the motor. You will need to add a comment with the full model number of your washer. There should be a sheet in the washer (behind the control panel) with some information on testing the wiring of the washer. With the model number, I may be able to provide more assistance. (The model number is usually on the inside of the door opening for a front-load washer. Kenmore models will have a three digit prefix (manufacturer) and then the rest of the numbers give the exact model.

Clean Out your Water pump filter if that is not dirty replace the water pump. f02 is Code for LD Long Drain something is clogging your water drain in the washer or your kids rock or pen got stuck and chewed up the blades on the water pump
I have the Service Technician Diagnostic Guide...it was located behind the lower front panel on the right hand side. It's not really a user manual, but wasn't sure what info you needed that you hoped might be in the user manual, as opposed to a Diagnostic Guide.
