With the machine switched off, press the re-set switch on the side of the head, making sure you push the button in as far as you can. When you switch the machine back on and lower it into the vacuuming position, the brush bar should start turning.

This worked for me...I had tried the reset button several times but apparently I hadnt pushed the button in hard and far enuf...working great now...thanks!

What Darran didn't mention above is the likelihood of the brushbar motor being burned out. There is a short article explaining about this here:http://dysonmedic.co.uk/dyson-dc24-brush...
In addition to the above solution, I found that connecting and then disconnecting the hose made a difference. The clear plastic mechanism that gets switched during this operation is a bit temperamental - have found that at other times. If the reset switch doesn't do anything, try the hose connect/disconnect solution.

One of the main reasons most brush rollers begin to get jammed and eventually not turn would be due to a clog. Turn off the vacuum and flip it on its side. Is there any noticeable debris,such as hair or large carpet fibers? Clear out any debris and try rotating the brush roll once around to see what else may fall loose. Take note of how the bristles look too. Are they worn down and loose? If so it may be time to change your brush roll.
Another item to check would be your vacuums belt. If this is loose as well it can effect your vacuums brush roll as well as your vacuums motor. Both are simple and easy fixes and can be done in just a few minutes.

That noise you're hearing is the clutch, which is expensive to replace and difficult to change.
If you want, you can still use the vacuum for bare floors but that noise will always be there. Using it for anything else won't work.
