If you have got rid of all the water, and it still will not spin, then the odds are it is the brushes in the motor that need replacing.
Quite a common problem

Testimonial: "I will tell repairman from Sears ( coming Friday ). i'll ask him to check brushes before he pulls motor. "

I had this problem and isolated the problem to the impeller pump on the bottom right of the washer. The axle simply gets clogged up with lint and dirt and no longer spins freely so no rinse, spin or drain. I drained the water manually with the hose and opened the black filter gasket. I then turned the dial to "Drain" to see if the motor would spin. It didn't so it had to be the impeller as opposed to the timing chip. I was going to get a new pump but tried to have a go at it. If you're handy with stuff, you can do this yourself and save some money. The hardest part was taking off the front panel to gain access to the impeller motor. I have a dryer stacked on my washer so turning the washer on its side to gain access from the bottom was not possible for me but it may be for you. You'll need a Torx screwdriver, pliers and a towel to mop up the water from the drain.

First, turn off power at the circuit breaker or unplug the washer from the outlet.

To take off the front panel, open the little access panel on the lower right. Remove the silver Torx screw to the left of the filter drain and slide the plastic cover to the left to remove it. The cover then exposes 2 brass Torx screws on the left and right corners of the bottom of the front panel. Remove the 2 screws and slide out the detergent and fabric softener dispenser by pressing the white indentation in the middle tray while you're pulling the dispenser out. It releases a tab and it slides right out. The dispenser exposes 3 Torx screws but the one in the lower right is the only one you need to care about. It's the one that keeps the front panel attached to the machine. BUT before you take out the screw you have to remove the gray rubber gasket from the washer front panel. Open the washer door, and look at the edge of the rubber where it meets the metal door. You'll find a small spring-tensioned wire keeps the whole rubber gasket fastened securely to the lip of the panel. Gently lift the wire with a screwdriver but make sure not to puncture the rubber gasket. Then detach the rubber gasket from the lip of the front panel and finally remove the Torx screw in the dispenser area up top. The front panel will come off when you push it up slightly. It's attached by a couple of plastic dowels to the washing machine frame so take note when you're reattaching it later. There are wires on the right of the panel connected to the washer door lock. You can either move the front panel to the side and keep the wires or unclip them. Now, the impeller motor will be exposed and you can unscrew it from the washer frame. With pliers, or unless you have fingers of steel, squeeze the hose clips and remove the hoses and unclip the wires. Take out the impeller and unscrew the black drain from the impeller body, you'll see a little black plastic tab on the drain that you have to raise up with a screwdriver as you're turning. Keep the little O-ring attached. Remove the coil and magnet assembly (it's one unit) by gently raising the plastic clips and unscrewing the Phillips screw. You should be left with just the impeller axle, which is sealed. Try to flick it with your finger and see if there's any resistance. If it gets stuck, spray WD40 inside the axle and shake it vigorously over a sink. You'll start seeing gunk come out. Keep spraying and shaking and spinning it until the axle starts to spin freely. Please note that when the coil and magnet assembly is attached to the axle, there will be resistance on the axle because of the magnets so take off the magnets first to make sure it spins freely. Add some 3-in-1 oil into the axle you should be good. Reattach the coil and magnets assembly and don't forget the Phillips screw. Screw the black drain and make sure you don't forget the little O-ring. Reinstall the impeller and reattach the hoses and remount it to the washer frame. To make sure it works, plug the washer into the outlet or turn on the circuit breaker, turn dial to "Drain" and see if the impeller spins when you press "Start." If it does, you should be good.

Reattach the filter drain cover and reattach the front panel, dispenser and rubber gasket on the front panel with the tensioned wire. At some point it may be possible for the axle to be replaced but that's a part that will cost you $66 and you'll know exactly what to do.

Clothes still wet after washed

There could still be water in between the drums. Have a look at the filter, pump and all outlet pipes for a blockage. the excees water that you have when you have clothes in will be what's left in the clothes, wih the machine empty you may just be seeing what shows above the inner drum.

Washer will not spin at all no code . will drain and tumble back and forth, when it comes time to spin it turns off.

A washing machine is basically a big tub that repeatedly fills with water and then drains, spins to wring clothes dry, and has a device for stirring things up-- either an agitator in the middle of a top-load machine or a rolling drum in the case of a front-loader.
The four cycles that every washer performs are fill, wash, drain, and spin. Though these functions are pretty basic, a number of things can go wrong with them.
There are a number of problems that you can fix quite simply; some issues, however, are better left in the hands of an appliance repairperson.Problems that commonly occur with a clothes washer are discussed in depth below. If your washer doesn't run, be sure it's plugged in and that the receptacle works (the circuit hasn't overloaded). Before working on the washing machine, be sure to unplug it.
To prevent problems, follow good maintenance procedures. Use the right amount of detergent for your washer and your water hardness, make sure the machine is level, and don't overload it for the cycle chosen.

Washing Machine Does Not Fill
If the washer doesn't fill, the water inlet screens may be blocked. Clean or replace them. (Check your owner's manual for the location of the screens; they're often located at one end of the supply hoses, or you may have to remove a panel to access them.) Other reasons for not filling may be that either the timer or temperature selector is broken--both of these are repairs for an appliance repairperson.

Washer Does Not Spin
If your washer doesn't spin, check to see if the clothes have jammed or are unbalanced in the drum before calling a repairperson. Unbalanced clothes will also cause a w
asher to shudder or "walk." If straightening out the load doesn't stop the washer from shaking, look at the feet underneath and be sure they are properly adjusted to keep the washer sitting level on the floor (you just turn them to move them up or down).
Clothes Are Wet After Spin Cycle
If your clothes remain wet after your washer's spin cycle, perform the following diagnostics:
1) Lift the lid during the spin cycle. If the tub is not spinning, you may have a damaged motor coupler. Call a repairperson to replace this part.
2) If the tub is spinning, recheck the load to make sure it is balanced. If you are certain the load is balanced but your clothes are still wet, you may need to call a repairperson to replace a damaged motor pulley, tub bearing, belt, or clutch.

3) You can also follow the troubleshooting steps outlined in "Washing Machine Doesn't Drain." You may have a problem with your drain hose or pump.

Frigidaire GLTF2940FS...does not do a final spin/clothes wet

If water remains in the drum the unit will not go into the final spin. There may be a couple of reasons for your problem.
1.) A coin or other foreign object is blocking the drain hose. Check the drain hose for foreign objects impeding the exit of the water.
2.) The Drain hose is not raised above the machine outlet to create a siphon effect. See your manual for proper hose positioning.
3.) The pump is a third possibility which you should hear the impeller spinning during the drain cycle. There is a coin catch after the diaphragm of the pump that looks like a rubber boot that should be inspected for objects if you remove the pump. I believe the pump is about $60.00 and is accessible after removing the front panel under the door.

My maytag neptune washer will not perform the final spin cycle. Therefore the clothes are still wet. Any solutions

Maytag washer parts, GE washer parts, and other brand names on the market are all designed to work interdependently with each other. This system starts to break down if even one part begins to encounter difficulty. Your washer's spin cycle flings a large amount of water out of the clothes, but if the water can't drain, the clothes will soak it all back up, defeating the purpose of the cycle. Excessively wet clothes after the spin cycle may not be caused by faulty washer parts, but rather a blocked drain is a very good bet. Check the drain line for a blockage and try again. If your hose is kinked or bent, this can also cause a drainage problem. The failure of one simple part creates a larger problem for all the washer parts. What can cause a blockage? A number of items; paper left in the pockets of your jeans, coins or other debris, even socks. Check your hoses, and make sure your laundry has empty pockets for future loads.
