Bell is most like a satellite TV service and it must be coming with a universal remote for its tuner device that can work with LG TV.

Just try a code search method. Refer the remote control's manual for details. If it too doesn't help you, there is no other way than buying an other remote control, which have setup codes to your device, in its code list.
If you wish to buy its original remote control, you have to contact the authorized service center. If you wish to buy a universal remote control, you should know about, which brand remote control have setup code to your TV/device brand. You should first make sure about the number of digits in the codes to your device have. There are 3-digit, 4-digit, 5-digit and even 2-digit codes. You can get this detail by the code list attached to every universal remote control. The brand name of the remote control you select isn't a matter; but, its code list should have setup codes to your TV/device brand, otherwise you can't set it up with your device. Here is what I did for my Bose Solo Tv to work on the Bell 9242 receiver.( see page 17 of Bell 9242 guide) 1. Hold down the aux button until all lights flash. 2. Press 2 to ensure Aux is set to audio. 3.Enter code 761 and press the pound (#) button. Now to have the satellite remote default volume to Bose Solo do the following. 1.Press and hold AUX 2.press # pound 3. Press the + side of volume 4. Press 0 5. Press pound ( AUX button will flash 3 times) 6. Press SAT mode 7. Test the volume on Bose Solo. (see page 22 of Bell 9242 guide)

Considering that none of the so-called 'universal' remotes really are, I would guess 'no' and this remote was designed for a specific system so your chances are even slimmer.
Before buying ANY 'universal' remote, check the remote mfr.'s website for a code list for the specific model you intend to buy and make sure that the devices you wish to control are included in that model. If you don't do this in advance, you will likely be disappointed.
The code lists are 'burned' into an IC in the remote and the only type that can accept new code sets are the 'learning' remotes and they do a lousy job; I own one of these and it will not accept input from either of my later TV set remotes. 

The RCA universal remotes are not compatible with everything. There are a lot of different electronics that won't program with the remote. If you have tried all of the codes provided and tried the auto search and you haven't been able to get it programed chances are it won't be able to work with it. If you want some good ideas for good universal remotes that will work with almost everything let me know. Logitech is a really good one and they are pretty reasonable in price.
