If this is a Whirlpool manufactured top loader (such as Kenmore), this is commonly caused by a water inlet valve that is going bad or clogged with sediment. The inlet valve has two separate electronically controlled solenoids. One is for hot water, one is for cold. If the cold water side is failing, a typical symptom is what you are experiencing. This is a very simple and inexpensive repair. The following link epxlains how you can access and/or replace the inlet valve:

http://www.fixya.com/support/r3575881-replacing_water_inlet_valve_on_whirlpool

If you live in an area that has hard water, or if you use well water, hard water deposits and sediment can clog these valves over time. You can attempt to clean the water inlet by removing the valve assembly and submerging it in a 50/50 solution of distilled vinegar and hot water. Do not submerge the electronic solenoid connections, just the valve ports. This can often free up any sediment and restore the valve to operation. However, if you are going to go the route of removing the valve, it may make better sense to just go ahead and replace it. The average price is about $30 - $40.

You can purchase replacement parts (if required) at any of the following websites:

searspartsdirect.com
pcappliancerepair.com
appliancepartspros.com
repairclinic.com

Prices vary between these sites, so shop and compare.

If you have any questions about this repair, please post back with your complete model number (located on a nameplate along the wash tub rim under the lid) so that I may be able to provide you with better assistance. I hope you find this helpful.

CHECK TO SCREENS ON THE INTAKE VALVE SOMETIMES YOU CAN CLEAN THEM. IF YOUR WATER PRESSURE TO YOUR MACHINE IS GOOD AND THE SCREENS ARE CLEAR YOU NEED A NEW MIXING VALVE.

Hot water barely comes out,

If you switched the feed hoses over and the problem reversed itself, cold has gone from fast to slow useing the hot water pipe and hot from slow to fast useing the cold water pipe then this would indicate a fault in the water supply from the hot pipe. What sort of pressure is coming from the hot pipe when not connected to the machine but filling in to a bucket? Are there any shut off valves before the pipe that supplies the hot water? Are they fully turned on? Any kinks in the feed pipe for the hot water? Has the hot water feed pipe collapsed internally? Change the pipe to check this and not just at the machine side.

The flow of the cold water seems to be restricted. The hot water pores into the tub. The cold trickles in. After disconnecting the cold hose, hot water back feeds out of the cold input side of the machine....

Hot water barely trickles into washing machine

Check the hose at the end where it connects to the washer (the inlet valve unit). There may be a screen there also that needs to be replaced or cleaned. If not then the hot water solenoid valve is probably gunked up with the same type of stuff you found in the filter screen. You may be able to clean it enough to get it to work but replacing it is just as easy and not very expensive. (Even cheaper see if you can salvage one from an old machine at the dump or that someone has left at the curb--the units are very standard across many manufacturers in the tU.S.) Both the hot and cold water valves are in the same unit.

Kenmore 90 Series Washer : cold water fills at just a trickle:

your hot water goes through the water heater so contaminates settle in the heater. the cold does not, there is a screen inside the fill valve where the hose hooks to the valve on the machine. if this in not plugged then the fill valve will have to be replaced. because of the build up of contaminates..

Rinse water barely trickles out of my washer

Do you fill the machine with hot water only?

If so, this is what I suspect. The filters in the inlet hoses on the back of the washer need cleaning. Remove the garden hose connectors, remove filter, clean, replace.

When filling with hot only you get a lot of pressure thru one hose. When you rinse, the best you can do pressure-wise is cold rinse -- but the cold water filter is going to be more clogged than the hot so it delivers less water.

When you use warm rinse, you get mediium pressure thru both lines, again less water than al hot on filling the machine.

GE Washing machine cold water barely dribbles in

Yes remove the hose from where it connects to washer look inside water valve and remove plastic screen with needle nose pliers Without damaging it. Also make sure that it gets back in proper as the valve will be damaged without it.
