Hi, any gas range or oven does not need to be vented to the outside. The reason is that this not a heating device and is meant to be used for short periods while preparing meals. People get into trouble when they try to heat the apartment by running the oven all night. If you happen to be cooking for an extended period, you may see extra condensation on the windows but opening the window a crack will help. Of course if you smell propane when your not using the stove, that would indicate a leak and should be taken care of.
You shouldn't pretend to know the answer to this question when you obviously don't. The reason all Vent Free stoves, fireplaces, etc can be used as heating appliances, is because they.... unlike Gas Cook Stoves and Ovens they have an Oxygen Depletion Sensor. Although it's using a Passive rather than Active Sensor.... it's actually extremely dependable at making sure you don't wake up without oxygen to breathe or worse DEAD.... from a lack of oxygen.
But.... if you take steps to make sure you have a balanced air intake and exhaust system.... (especially in more modern totally sealed houses/apartments) then follow what the manufacturer suggests in the instruction manual that comes with this Gas Stove.... you will be safe with that Oxygen Depletion Sensor doing it's job.
Safety points to remember; first off is making sure you have adequate clearance from combustibles in front of the stove at all times. Plus you can use near any window exhaust fan to both exhaust air out and bring fresh air in from another window. This will prevent moisture build up in a sealed building or room. It also keeps soot build up off curtains and walls then too. Especially if you use a good air cleaner like a Negative iON Generator or Ozone creation filtering system. Ion Generators help keep the air dry and are actually very close to the effects you get after a Lightning Storm that cleans the air outside.
If the building you want to heat is fairly drafty or leaky as it is, then you probably won't need to supplement Air Exchange between inside and outside air. Then if you go through proper break in period, you won't have the smell that comes with the typical log set burn in problems.
You can use this as a room or whole apartment or house heater up to about 800 sq ft. Just be careful of what you set close to it, like you would an open fireplace. Because it's just like a fireplace with a Fire Screen. It's the open flames that are what can be dangerous. NOT ever the fact that anything that burns up lots of oxygen while in operation are oxygen depleting!!!
