This is chronometer that's need reset. Tachymeter is usually located on bezel or inclined ring and is used for speed calculations of moving object over the given period of time. Ok, back to your chrono hand resetting. Pull out crown and then push the upper button and hold it. The chrono hand should start move and you should be able to adjust it. If this doesn't work, try the same with lower button. When adjusted - push the crown back in. In fact there are very many variations how to reset chrono hand, but exact advise can be given if the movement caliber of particular watch is known.

I checked the manual and it said the crown need to be pulled to the time correction position i.e the extreme end position and then hold the upper button till the chronograph second hand sets itself to zero second position.
