Your timer motor is bad. The motor is located behind the dial, and if the dial is not turning, then then the motor required to drive it is bad.
To replace timer motor, kill power to dryer and remove panel behind the timer knob. This should provide you access to the motor. Two screws hold motor in place-remove these and disconnect at push on terminals. Make sure you mark your wires so you reconnect to new mototr in proper place!
