the 1inch black line is either a buffer board gone bad or the ribbon cable from the plasma screen to the buffer board, the snowy picture could be many things, including y-sus, xsus or tuner boards
First you should check the fuse and the wiring in your tv by removing the back cover. Make sure no wires are bare or touching. If there are any, wrap them with electrical tape. If you cannot see anything wrong by looking, then it is probably the set has a bad transformer (high voltage)
This is a power source problem and it will need to be fixed by a pro! This is a very common problem with the Sylvania sets! (cost to fix 250.00-350.00)

This is an EDTV capable of 1080i over component cables. It will also display 480p & 720p. Most likely its the video source determing the resolution you are seeing.
