It means your laptop has no Operating System. Is this a new laptop? You will have to install an Operating System (OS), by using an OS installation CD.

Codec missing is not the problem of operating system. You download the missing codec from the net else clarify which codec is missing and which operating system you use.
Windows seems to be corrupt - vital windows files missing. Load the Operating System CD and see if u can run the system file checker to replace files that are missing.... OR, save data externally and restore the system.
Open the cpu cabinet and then check whether the connectors of the Hard disk and the Cd Driver are in good position or not. remove the connectors and then reinsert it. your system will be working fine.
1) you may check your laptop back cover there is a microsoft windows lable with CDkey, if so you may find any OEM windows disk to do installation.
2) can not find the lable, you need find a computer company to do a OEM installation more cheaper.
