Sounds like a coolant issue with the CRTs. Look into the lens of the green and blue CRTs and you should see what looks like bacteria if the coolant nees replacement. Usually the green and blue get contaminated which dims them and makes the red become dominate and the picture will get dim and out of focus.

there is a focus control in the front of the set behind the front grill there is a door in the middle attached by screws take this off and it should be right behind it. There are six controls on a little box one row says focus and the other says screen don't adjust the screen controls. In some cases these are in the back of the set.
How old is the set? If picture is really very blurry, Try adjusting 'focus'. You can find this conttrol generally at the rear of the set.
Otherwise,. if you know solid state electronics, Check the Focus control on the FBT. It is also possible that the CTR Base is faulty. Replacing this helps.
it sounds like the focus block or flyback is bad.sometimes you can put nail polish on the adjustments controls to make it stay.usually
they are marked from the factory with white marks check and see if they are aligned.but be sure somebody with tech-skills help you.the flyback usually has a screen & focus control.(the big red wire to the tubes or block)
