1. Right click on My Computer and choose the Manage option.
2. In the Computer Management window that opens, select Device Manager.
3. Scroll down in the right side of the window until you see Keyboards.
4. Click the plus sign (+) next to Keyboards to view all installed keyboards.
5. Right click on any entries under Keyboards and choose the Uninstall option.
6. Once the keyboard has been uninstalled, unplug it from the computer. Wait about 5 seconds and then plugit back in. Windows should recognize the hardware as new and reinstall any device drivers for it.

This is unfortunately indicative of potentially a more serious error. You can try the steps below to fix the issue, but if they do not work it may be time to start looking at a reformat of the machine.
1. Double click on My Computer.
2. Double click on your C: drive.
3. Double click on Documents and Settings.
4. Double click on the folder with your name.
5. Double click on Application Data.
6. Double click on Microsoft.
7. Double click on MMC.
8. Delete any files you see inside this folder.
9. Reboot the machine and try again.
