You have to replace the cord winder. Since eureka bought out electrolux their product quality has really went down the drain.

Cover won't close

Try removing the bag and closing the cover. Unless that piece that holds the bag has gotten loose, there isn't anything that should prevent that cover from shutting, so it may just be the way the bag is sitting.
