Your keyboard is most likely set to the wrong layout, as in it's set as US for a UK keyboard, or vice versa. These keyboard layouts have those two keys the other way around.
To fix, go to Control Panel and find the 'Region and Language' settings (assuming Windows Vista or Windows 7). Click the 'Keyboards and Languages' tab and click the 'Change Keyboards' button.
Click on the 'Add' button on the right and find "English (United Kingdom/States) depending on which layout you have (UK layout has the 'two commas' above the 2) Click the + symbol next to the layout you want and then again next to 'Keyboard'. Click the check box next to the keyboard layout you have (click 'Preview' to check) and then click OK.
From the dropdown list in the dialogue, you should now be able to select the correct keyboard layout. Select it and OK out both dialogue boxes.
You should now be typing with the correct keyboard layout.
