Toilet flushing problem! I purchased an American Standard Cadet 3 High HET toilet (1.28 gallon). When I flush the toilet, the flap will not stay up to allow the water to drain from the tank. When handle is pushed down only about 2 cup full of water enters the bowl resulting in poor flush. I have tried to shorten the chain and increasing the water lever in the tank with no results. In order to get a decent flush I have to hold the handle down, otherwise the flap will fall like a rock. Help!!!

The siphon mechanism works on a vacuum principle. If there is the slightest damage to the siphon membrane you will experience the problem you describe. A new siphon is required.

Are there concerns with toilets which have a lower water tank height to fill the toilet bowl when efficient flushing is needed?

I would say that there are no concerns that are not a concern with most of the new toilets of today, regardless of tank size it should always be designed to hold more than 1.6 gallons of water. The key is to find a toilet with the largest flush flapper as you can allowing all of the water to be used quickly and effectively. hope this helps.

theres probably debrie in flush valve, mite also try putting food dye in tank (any color) if it appears in bowl the flapper is seeping water and activating flush valve..

Yellow attachment to flapper in Cadet 3 toilet tank

Some toilet flappers are designed with this some are not. It has to do with the particular flapper design, helping the flapper to stay in the open position to allow a better flush. Anyways you should be to adjust this float up or down to optimize it's usefulness. Trial and error is all you can do, keep watching and flushing until it no longer gets in the way. We have just recently purchased one of the American standard cadet at home depot from a discount flyer and had it for about a day and took it back.

Like you said, Did not notice Any thing like a strong flush.

RECOMENDATION:

Take it back.

Home Depot also sells a Kohler Toilet 1.6 Gallon Flush Install
This is all it said it was. It saves water for sure and has a quick flush.

We liked it so much we purchased two of them because everyone in the house only wanted to using our bathroom.

Toilet problem! When it flushes the water rises way above normal before it empties. It does seem to flow out normally. It fills up to normal height but after awhile the water level is way down below...

The flap will not stay up to allow the recommended 80 of the water to drain from the tank unless I hold the handle down. I have tried shorting the chain and increasing the water level. Nothing works!!!...

This toilet is a Water Sense toilet and it only uses 1.28 gallons per flush and no more. The tank is never going to completely drain with this low flush toilet. It is designed that way. Make sure the tank is filling to the fill mark inside the tank. If not adjust the fill valve until it does. Federal law says that a toilet can use no more than 1.6 gallons per flush. If you can take this toilet back and get a refund I suggest you do so and buy a Toto toilet. They are the best flushing toilet on the market.
