Trouble shooting here... but the same pumb that circulates water... vents it.... So, if the vent valve is clogged with food debris, then you would not retain enough water to wash all the upper rack dishes...
I recommend inspecting the exhaust tube port of the pump (a selenoid is the operating device for that valve). Be sure that it is able to operate freely (close all the way. Otherwise, it is just the pump intake!! only choices...you have already eliminated the rest (GOOD JOB)

Dishes on top shelf not getting clean

Check your upper wash arm.... check the holes, especially the ones at the end of the arm. Are they possibly clogged with debris or hard water? This is the usual cause of dishes on the top rack not getting clean. The holes at the end of the wash arm are angled to eject the water at an angle to use the reaction to push the wash arm around. If those holes are clogged, then the arm won't rotate, and only those few dishes or glasses right under the arm will get clean, and the remaining 80% of the dishes on the upper rack won't get clean!

Dishwasher leaves upper rack dishes dirty. It's Whirlpool Quiet Partner II

Your water pressure is not high enough in the dishwasher to wash the dishes on the top rack. The most common reason is that the pump in your dishwasher cannot pump fast enough to keep the water pressure up. That is because the shaft that drives the pump impeller also drives the macerator cutter that grinds up bits of food fine enough for it to pass through the screen and out to the drain. Over time, small bits of bone, broken glass, eggshell, and other items that are too strong to be cut up by the cutter end up sitting in the area where it has to spin, and they prevent it from spinning fast enough to pump enough water to the top rack with any pressure. It is simple enough to repair. You need to take out the racks, remove the bottom arm and clean out the little macerator. Once that is done, it should work great again.

The top rack of dishes are not getting clean. I

you need to check the upper wash arm for blockage from debris,if this is not the case, then you need to replace the water conduit from the lower sump area to the top arm, after time the water erodes the plastic conduit especially where it connects at the arms and water gets by these areas and can no longer build pressure to spin the wash arm

Top shelf dishes are not washed

possibly low water pressure...

racks might be in backwards if it's an older model with wheels on shelf system... rubber bumpers should face out...

could be a blockage in the upper sprayer arm... or the upper arm had come off and was remounted in a position that doesn't line up with the jet of water from below...

could be bad loading technique... sounds simple enough but you should never put large bowls or pots that lay horizontally on the lower rack because it really screws up the cleaning effectiveness. Large items should always go on the top rack or be washed by hand if they don't fit on the top rack.

Upper rack is not cleaning. Greasy dishes on top seem that dishes are not being washed. Seems the upper water turning dispenser is not working, Bottom rack seems ok. I guess I only have half a dish washer...

Check the upper arm for free spinning, then remove the arm and check that the seam between the upper and lower halves has not split somewhere. Also check all the small holes for debris plugging. Run the machine in wash cycle for a little while with the upper arm off--that should flush out anything blocking the pipe up to the arm. If still nothing from the upper arm, tear down the lower arm assembly down to the deck while noting position of all parts removed. Clean the big screen at the bottom in white vinegar and hot water. Inspect the holes in the bottom for anything blocking them.

Clean on bottom rack but dirty on top

Clean the filter at the bottom of the tub. If it is dirty or clogged the water pressure may not be strong enough to spin the top arm. Make sure also the there is nothing blocking the holes of the spinner arm. If the filter and arm are clear then the pump may be failing.

Not cleaning dishes especiialy the ones on top rack. Found some broken glass pieces in bottom. No obstructions in line leading up to top washer. It looks like the pump is not pumping enough water pressure...

If you remove the filter in the sump area underneath the lower dish rack (removing the screws to do so) you may find debris blocking/jaming the impeller area. Be very careful of almist invisible broken glass. Inspect the impeller to make sure it is properly in place and not damaged.
Confirm that the spray arms are not pluged.
If problems continue and the impeller is in good shape, the pump motor may be failing. Please get back to me if problems persist but also include the Make and Model number whe nyou do.

My dishwasher is not washing dishes on the top rack...

HI,

The top rack is not cleaning because of low water pressure from the wash motor to the upper spray arm.
Assuming the top spray arms are clear of debris, remove the lower spray arm to access the wash motor. Remove the 4 torx screws and the filter (accumulator assembly). Remove the torx screw and the inlet protector that covers the chopper assembly. Make sure the chopper is not broken (broken chopper will fill with debris and block water flow). While holding the chopper blade, reach inside the "D" shaped opening on top of the motor and spin the wheel/motor by hand in each direction to make sure either the chopper gear or the motor gear that drives the chopper is not broken. Replace the chopper if necessary . If the motor gear is broken, replace the sump and motor assembly . Remove any debris from the sump area in the process.
You don't have to shut the power off to the dishwasher because the door will be open, but if you feel more comfortable, do so.
