We should have a belt in stock for this model and ribbon as well. The ribbons is a standard one we refer to as a T-5 (General Ribbon product), this ribbon has an eyelet at both ends of the ribbon which is designed to activate the ribbon reverse. You may have the ribbon installed wrong. About 95% of typewriters with fabric ribbons wind to the outside but a few wind to the inside. Type with the ribbon off and watch the take up ratchet and installthe ribbon so it winds that way
mark the ribbon where it turns, where there is a pin of the typewriter passing through the ribbon,mark it with a white marker.
and type something, if it doesnt turn, you know the machine has a problem.
or try everytime pressing on the ribbon, if it works you know the ribbon is coming up, check if the correction ribbon is placed good.behind the correctable ribbon.

The ribbon should reverse itself if it working properly.
Just to the indide of each ribbon is a reversing that the ribbon should go thru, Move that arm away from the empty spool and type a few letters it should reverse.

Hi, I have a Royal Companion Portable from 1940's. I bought new ribbons at mytypewriter.com (select the "Royal Portable" ribbon). It fits. Anyway if it doesn't it's not an expensive mistake, but I researched this and apparently all vintage Royal Portables have the same standard ribbon. Worked out in my case. Good luck!
