You need to make sure the controller is connected to the PS3 via the USB cable. Then hit PS button in the middle of the controller to complete the sync.
you can try to reset the power switch in the back with the ps3 controller connect via the usb cable. After you turn main switch in the rear on try using the controller's "PS" button to power on the system. If this does not work then power on the console using the button in front then use the PS button to sync....watching the top of the controller for recognition.
IF YOU ARE HAVING A PROBLEM WITH YOUR PS3 THE LAST THING TO DO IS TO TRY AND BOOT INTO DIAGNOSTIC SCREEN AND CHOOSE "RESTORE PS3 SYSTEM" or "REBUILD FILE SYSTEM". This can erase all saved data but is a good starting point for problem solving your PS3 before sending it to me for repair :-)
Is the controller completely charged? If it is, then try this
1) Manually turn on your PS3 using the power button on the PS3. 2) Take your USB charger for your controller and plug it into the USB port. (Do NOT turn on your controller yet!) 3) Plug the controller into the charger that is connected to the PS3 USB port. 4) Now turn on your controller using the middle "PS" button.
The lights will flash for a few seconds, and that will sync your controller to that particular PS3 system. This might help :D
Try re syncing them. First you need a USB cable that will fit the controller on one end and a standard USB on the other. Plug it up to the controller and the other end to the PS3. Then hit the PS button on the controller. There you go, all synced up. I have included a video to help out further.
1: Use a safety pin to press the reset button on the back of the controller. 2: Turn on system and plug USB Cable to system and then controller. 3: Press the PS button in the middle of the controller.
Its the very middle button on your playstation remote. If its saying press the ps3 button on your control its possible your ps3 is not frozen but your ps3 remote has just turned off..
Press the very centre button and check the lights on the top of the joypad. Are any lights lit solid? Once the light comes on solid the controller is active. If these do not light youll need to charge your ps3 remote with the usb cable that came with the ps3.
Also if your ps3 remote is lit for number 2, hold down the ps button, very middle for about 5seconds. Should have an option for reassign controllers, select that and put your controller to number 1.
Putting batteries in controller Turn on the PS3 Turn on controller Press the sync button, the LEDs will flash rapidly Insert the usb that comes with the controller, the LEDs flash slowly Press the home button on the remote READY.
beebe623 was right. with some extra steps. Simple steps here:

2. Turn off the PS3.
3. Remove batteries from the Drum Controller.
4. Plug in the Drum Receiver.
5. Put batteries back in drum revceiver.
6. Turn on PS3.
7. Hit the PS button on the Drums once. (all 4 lights should flash)
8. Push and hold down the button on the Drum Receiver for about 5 seconds, then release.
9. Push the PS button again on the Drum Controller. At this point the drums should be assigned a port and synced up.
All this is in the instructions that came with the game.
