Hi, The one with the pipe going to the bottom is the cold...cold water goes in on the bottom and the hot comes off of the top...hot water is lighter then cold water and rises to the top...
If water is leaking from a pipe. then replace or repair the pipe or fitting. If the leak is coming from the unit itself, then replace the unit. Hope this helps.

Is it a new unit? If so, the safety mechanism may has tripped. If it is a GE built be Rheem, the safety device is a one time device - you have to replace the water heater. Check to maek sure you don't having a venting problem.
