Just because you plugged in an external monitor and didn't see anything doesn't really mean anything. Sometimes you won't see anything even if that laptop is working. Some have to be set in windows some you may have to use the one key on the keyboard. I know you said you replaced the ram but if there's 2 slots take 1 out and try it like that. If that don't work put the ram in the other slot and try it. Also use a flash light and point it at the LCD and different angles to see of you see any display. Laptops don't have video cards but the do have onboard graphics chips.
It might be the mother board is bad if it will not boot are there any lights when you try if not then I would replace the mother board you can find one on ebay then you need to put it in If you go to this link it will give you step by step http://ahwee.com/how-to-disassemble-laptop-dell-latitude-d620
An ordinary voltage charger is not ideal to work a laptop and is the DC is not so good this can damage the mother board. So check on the battery and if there is low voltage then check using the original adapter , check the voltage at the battery terminals of the laptop, if absent then the motherboard is faulty.
From the description, sounds like you have two failures, both concerning the mother board.
1. The connection to the motherboard for the battery is no longer good. Replace the mother board. The points of failure that you have given so far and has not fixed the issue. Battery fully charged, seated well, no change, mother board.
2. Laptop will come on with AC adapter attached but will not boot up; mother board. There is a built in test that you can run, from a powered down state press FN + Power button, this puts this into a diagnostic state. If it does not go into this diagnostic; mother board. The diagnostic is stored in the BIOS, which is a part of the mother board.
3. If the diagnostic runs note any error codes that it gives. They will be in the form off XXXX-XXXX or XXXX:XXXX, where the X's represent a letter or a number. These can be used for further trouble shooting.
This is do to the jack were the power button board plugs into the motherboard, i see this alot on d600 and d610, the lights come on for about 3 sec then computer turns off..
this can be fixed by resoldering the plug to the motherboard but most will say you need a new mother board the leads are small and tight together..
Sounds like your computer has just bit the dust, do your self a favor and purchase a new one. This time buy an XP, it might be a little bit more, but you get what you pay for.

hi. this is a main mother board issues with a number of circuit component failures. the power section of this unit is safe but, the main assembly will need to be repaired. the quick shutdown is signaling merging circuitry, due to a heat related issue.
This can be fixed by replacing the entire mother board in this unit.
